Can this lens be used on any L-Mount camera body?

This lens is only designed to cover an APS-C sized sensor, but being an L-mount lens, it will work on a full-frame L-mount body. However, attaching to a full-frame body will cause vignetting to occur in the images taken.

Can I use this on a Leica M-mount camera body?

You cannot use this lens on an M-mount camera body without an adapter. You would need an L- to M-mount lens adapter.
